I had a midnight thought.
People have this construct known as God because they want structure, security and predictability in their lives. They want behavior to reliably result in a reward or punishment. They want to be controlled, typically as puppets of their fate, pre-destiny or whatever 'has been written.'
The idea of a vengeful God, or Hell, is the penultimate realization of this masochistic urge. There's a thrill in the threat, and of course that knee-wobbling fear its imagery instills.
